I went through this video very carefully, turning up my gamma, zooming in, and using single-frame advance to see what might otherwise be missed. Unfortunately, by the 3 minute mark, both girls are definitely wearing panties. HOWEVER, that being said, they were definitely NOT wearing panties for the entire video. When Summer and Juliet have linked elbows and are dancing around each other, at the 1:27 mark, the back of Summer’s shirt flips up and you can VERY CLEARLY see her entire bare butt, and that she’s DEFINITELY not wearing panties at that moment. You can see her entire bare butt, all the way to above her crack, and her white tan lines where her bikini bottoms USUALLY are, but are missing at this very moment. By the 3 minute mark in the video, the sun is setting a fair lower and the lighting is much dimmer than it was at the 1:27 mark, so a fair bit of time had passed between the 1:27 mark and the 3 minute mark. And apparently during that time, both girls decided to put their panties back on. If they hadn’t, we would have seen some good flashes of frontal pussy from both girls. Alas.

No. They are wearing panties for the entire video. It’s just the crappy video quality that basically blurs her panty color into her skin tone at the 1:27 mark. If you don’t use any filters, you will see this more clearly.
I’m not using any filters. I only adjust the gamma if trying to see something that’s normally dark, but this part isn’t. And I only zoom in if trying to see something small or far away, and this isn’t either of those either. The only thing I can see on her butt is her white tan lines. But later in the video, when her panties are clearly visible, they’re not even close to tan-line-white-skin. They’re somewhere between tan and beige, more the color of her actual tanned skin.
They are thongs, beige colored and wet. So they blend into their waists and their butt cheeks cover a good portion.
