the original is only 320x240, its very little that can be done to these videos, if you compare to two side by side its a small improvement but its extremely limited when the source is so bad :( doing upscaling to 320x240 videos is even worse, it actually looks worse than keeping the original resolution and just apply some filters that help with the blurryness
have you tried the AI video enhancer from TopazLabs? I've been using it and it can de-noise / de-block without having to upscale. significantly reduces the blurryness of the original of this video. if you want to upscale it, you can as well. all FREE as well but need a good gpu to do it in a reasonable amount of time.
it has already been deblocked without upscaling, also remastered with qtgmc and various other filters.

use https://www.virustotal.com/gui/ if you don't trust me, there are no viruses here, also using third party anti virus applications in 2020 is literally snake oil. modern OS have cloud based virus signature detection built in.
